Good system profile options for functional implementation consultants

There are couple of system profile options that would be useful for functional consultants during implementation. During the testing phase of the implementation, we need to access log/output of the others' requests and also 'Help > Diagnostics > Examine'.
1) Concurrent:Report Access Level - Possible values are User (default) and Responsibility. If set to user, then users would have access to log/output files of their own requests. If set to responsibility, then users would have access to log/output of the requests submitted using the same responsibility.
2) Utilities:Diagnostics - Possible values are Yes and No (default). If set to No, then users would need to enter password for APPS in order to access 'Help > Diagnostics > Examine' in any form. If set to Yes, then users are not required to enter the password for APPS. This can be set to Yes to those users who would examine any errors or troubleshoot to fix any bugs.
